Prepare an Implementation Plan comprised of a Master Plan providing specific recommendations for project implementation, as well as an Action Plan listing the next steps that should be taken to implement the project successfully. Figure ZZ is a diagram showing a generalized HWMF planning and development process similar to that described in this chapter.

Task 8.1 Develop a Master Plan

The Master Plan should provide HWMF configurations and locations, technologies and equipment and their sources, capital and operating cost estimation and economic analysis, financial structuring and financing sources, environmental mitigation measures, and regulatory compliance.  Special emphasis should also be given to a plan for HWMF organizational development, staffing, and training.

Step 8.2 Prepare the Action Plan

The Action Plan should provide a strategy for phasing the development of the HWMFs and should specify for each phase and step the priority, parties responsible, schedule time, and budget and staff requirements.  The schedules should address all phases of project development and implementation, including site selection and EIA, permitting and public consultation, design, construction, commissioning and startup, operation and maintenance, and closure.
