Conclusion

The above recommendations are based on preliminary information available on Ukraine on existing frameworks, the extent of war damage, and current climate vulnerabilities. The recommendations can be and are expected to be fine-tuned in response to any new on-the-ground information or analysis that is conducted.  

This report is meant to be a guiding document for local and national authorities, civil societies, and planners who are actively involved in the reconstruction and rehabilitation of Ukraine. However, this report is by no means prescriptive or authoritative on the actions to be pursued and welcomes flexibility and innovation in the implementation of these recommendations. 

The report is also limited by the currently available best practices from around the world. There may be relevant best practices that apply to the context of Ukraine from countries whose information is not included in the report.
