The Profile provides additional detail on the structure of spatial planning instruments, the process of plan development, the production of planning instruments, the degree of influence of the plans on urban development, and spatial planning challenges and debates. Two challenges the authors have highlighted are:
“There is a distinct institutional separation between spatial planning and regional development. Governed by different legal frameworks, these sectors have evolved into separate communities of practice with little interaction and exchange.”
“...the capacity of local authorities is at the center of this debate. Local authorities often lack fiscal resources to commission the plans, human resources to guide plan development and knowledge of how to use and implement them.”
Another useful source is the Rebuilding Ukraine by Reinforcing Regional and Municipal Governance, 2022, an OECD report on multi-level governance studies that responds to the request of the Cabinet of Ministers and the Ministry of Community and Territorial Development of Ukraine, as well as the European Union, to support Ukrainian decentralization and regional development reforms with a focus on the role of effective multi-level governance for post-war reconstruction and recovery.
