Overview

In conducting research of projects implemented by international donors in Ukraine, an in-depth exploration of the websites of major international donors was undertaken. The targeted donors included the European Union, European Investment Bank (EIB), European Bank for Reconstruction and Development (EBRD), German Development Bank (GIZ), United Nations Human Settlements Programme (UN-Habitat), United Nations Development Programme (UNDP), UN Conventions (biodiversity, climate, etc.), World Bank, International Finance Corporation (IFC), and US Agency for International Development (USAID).

The tables below represent the projects implemented in the last 5 years and specific attention was given to projects falling under distinct planning categories, namely regional planning, urban planning, environmental sustainability planning, natural region planning (river basin, coastal zone, biodiversity, etc.), and strategic environmental assessment. For each identified project, a key focus was placed on the type of assistance provided (e.g. loan or technical assistance), allocated dollar amounts, and insight into the planning nature and methods of the work. Appendix A provides a very detailed description of these programs.

Table 4 identifies multiple loan assistance type projects, but the assistance most closely related to urban and territorial environmental planning are grant-based projects being undertaken by GIZ, UNDP, and USAID, which are described in separate sections below. These projects contribute to decentralization, and vocational education reform, and address diverse development challenges. These efforts align with SDGs 12.4, 16.6, and 11.7 and, in so doing, also emphasize environmental sustainability, gender equality, and inclusive development.
