Ukraine’s disaster management and urban development are formally governed at a federal level through national policies and governing agencies. As seen from the above examples of best practices of disaster risk management, local-level, and regional-level policies are additionally required in order to effectively manage localized disasters;
Open source and available information about climate risks in Ukraine are unavailable or lacking, as far as this report was able to identify;
Information about disaster risk financing and insurance plans in Ukraine is lacking or not available readily;
Information regarding future climate finance is lacking or not available readily
Streams of finance after the war that can be used to integrate climate readiness and disaster risk management are unknown;
Ukraine is highly dependent on fossil fuel supply, with almost 70% of the country’s energy needs met by fossil fuels as of 2020 (UNECE, 2023). The war has accelerated calls for a clean energy transition as soon as possible, given the impacts of the invasion on fossil fuel trades around the world;
Existing infrastructure is in vulnerable areas or intentionally targeted as part of the war. Information on the recovery and relocation of critical infrastructure is unavailable or unknown.
